The light pattern can tell you many things about what is going wrong.

Things to try at the start?
Try to unplug the modem a full 5 minutes from the power source. This can clear any errors the modem may be experiencing including the Red light.

How do I fix the Flashing DSL light
Following the phone cord that is plugged in to your modem, does it go directly to the jack or is there a filter or splitter? Try without the filter or splitter? If possible try another phone cord from the modem to the wall jack?
The final test is to hook the modem up at the demarcation point. In an apartment, you may not have access to this. However in a house, this is usually a small box that the external phone lines run to on the outside of the home. Many demarcation boxes have a “customer access” door with a phone jack inside.
